Do ankle weights make you run faster? No! running with ankle weights is actually very bad for your knees. The heavier they are the worst the damage that will be done to your knees (might be able to get away with some really light weight) Your foot design was meant to be small, even if you were to gain a massive amount of weight your body would distribute much of it to your foot.
A better use for ankle weights are exercises that draw the tension from your lower body like levers, the knees are stable and the movement comes from a different source other then a pull on the knee.
